Lee Hiang Meng
Managing Director
Lee Hiang Meng is a Professional Engineer (Civil) registered in Singapore. He is also a Professional Engineer in the specialist field of Geotechnical Engineering, Professional Engineer (Geotechnical). He holds a First Class Honours degree in Civil Engineering from the Imperial College of Science, Technology and Medicine, UK. He was also conferred the Governors Award by the University in Year 1999.
He designed and supervised numerous high-rise residential projects, institutions, religious and industrial buildings, which now dot the landscape of Singapore. Many projects also include deep basement excavations.
Hiang Meng has designed large scale infrastructure works which include large canal expansion works, sewerage treatment plants and deep cable tunnels.
Hiang Meng has also designed and acted as the Qualified Person for numerous coastal marine projects that include the high marine caissons (up to 34m), reclamation and its associated soil improvement works, jetties for large VLCC, slope revetments, power plants outfalls and water intake structures and submarine cable diversions.
Pang Kay Cheun
Director
Pang Kay Cheun is a Professional Engineer (Civil) registered in Singapore. He holds both a Master Science(Civil Engineering) and Bachelor of Engineering(Honours) from National University of Singapore and has contributed over 15 years of experience to the public and private sectors of the real estate and construction industries. Kay Cheun has also accumulated vast experience in engineering design, project management and site supervision for a broad spectrum of building and civil works. His works span across various development typologies in Asia and Middle East.
Kay Cheun has designed and supervised numerous building projects which include high-rise residential projects of up to 40-storey, industrial ramp-up multi-storey motor workshops, iconic public building and main upgrading, lift upgrading projects of more than 8000 dwelling units. Among the projects Kay Cheun designed, Marina South Pier was awarded SIA Design Award 2006, BCA Best Buildable Award 2007 (Merit) and Sin Ming Industrial Contract 7 was awarded HDB CEO Design Excellence Award 2000.
Besides building works, Kay Cheun has also designed and supervised many infrastructure projects which include a large scale reclamation project designing caisson retaining structures of up to 34m deep and a segmental road bridge of main span 105m.
Prior to joining PAL, he assumed project management responsibilities one of Asia’s largest real estate companies. Notably, Kay Cheun was involved in the project management of the large scale integrated mixed use-development (project value worth 0.8 Billion USD) overseas in the Middle East and also, in another large scale iconic high rise residential condominium project (project value worth 0.8 Billion SGD with an internationally renown architect) in Singapore.
Over the years, he had built and developed a good network of business professionals, real estate developers and contractors across varied cultures and industries. In his past projects, he collaborated with cross-cultural teamwork and multi-disciplined partnerships.

Wang Mengyuan
Director
Wang Mengyuan is a Professional Engineer (Civil) registered in Singapore. She graduated from National University of Singapore. Over the years, she has accumulated vast experience in engineering design for projects in both private and public sectors.
Her experience encompasses the design of a wide range of building projects, including religious building, industrial building and also high-rise residential building up to 40 storeys.
Besides buildings works, Wang Mengyuan has also been extensively involved in various infrastructure projects like canal widening works and pipe jacking works.
In addition, she is well-versed in the design of earth retaining and stabilizing structures(ERSS) which ensures stability of deep excavation in complex construction environments. Her project portfolio includes basement excavation, intake and outfall structures design, as well as large-scale caisson and wharf structures that retain over 30 meters of reclaimed land.

- Comply with the applicable environmental legislation(Singapore) and other client’s requirements and the prevention of pollution;
- Adoption of the good principles of Reduce, Reuse and Recycle and minimise the generation of wastes through good design and drafting practices;
- Adoption of the good practices of power consumption within its current operations;
- Encourage or influence our clients to promote environmental awareness and responsibility through the adoption of environmentally friendly design and construction methods with the aim of reducing waste and pollutions to the environment;
- Provide awareness on environmental and safety issues for all employees, suppliers and clients;
- Committed to the continual improvement of our environmental performance through effective Objectives, Targets and Programmes.
This Environmental Policy shall be communicated to all employees and make available to the public and any interested parties.
